Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The chain of contrasting events captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are issued from multiple capitals. Immense energy is devoted on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly becomes sober acceptance: maybe the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.
Persistent Threats
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the bullets missed the hostile drone – it maintained course toward its target.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a need that regional partners are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, undoubtedly, endure.
Strategic Calculations
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but avoiding a complete military breakdown until circumstances change in its advantage.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a just a single week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
